How to set date format to YYYY-MM-DD

Is there a way to have date format as YYYY-MM-DD and still work in English?
I am Canadian, working with a Japanese partner company so I need to use a date format that is readily understood.
I have read discussions from 2012 about this with various work arounds. Has an option been implemented yet?

Changing location
It is reading your local setting. In the forums it talks about changing your location settings. I assume if you changed it to the UK it would work. Let us kow....
Date format YYYY-MM-DD according to ISO 8601
I would like to use the ISO 8601 international standardized format YYYY-MM-DD, too.
Therefore I changed my settings as follows:
Format: German (Germany)
Date and Time formats:
Date (short): YYYY-MM-DD
...
Unfortunately the result in ProjectLibre is still DD-MM-YY.
This format I did not use anyway and I don't like it at all because of "highest confusion potential".
How to get YYYY-MM-DD?
