Removing times from Start/Finish Columns

Is there a way to remove the times in the Start and Finish columns, leaving only the dates?

Is there anyway to change the timescale to show days or months after the start of the project when the actual date of the project us unknow.  I often have projects that the start date of the project is unknown or awaiting approval of either a contract or funding.
