The Japanese language file name is wrong.
locale in Japan is ja_JP.

Japanese version correction
Thank you for your note. We will correct the Japanese file extension. It is terrific to see ProjectLibre now in Japanese. I met with JETRO last week and mentioned the new version. We will be promoting the usage in Japan going forward!
